Control as the first line for improving contracts and public procurement

Abstract
At present, it is hard to understand how a procurement system can be set up without including an information subsystem that provides details on what is happening both inside and outside the structure. However, this happens and is a major weakness in many countries around the world. The object of this article is to reflect on the importance of incorporating control, and the effective implementation thereof, in public supply systems, and to outline the negative effects of not doing so, as well as the benefit that this could bring by decreasing corruption.
