An examination of Hugo Chavez’s autonomist foreign policy (2004-20013): an analysis proposal

Abstract
This paper analyzes and examines the international autonomy developed by Hugo Chavez’s foreign policy, with the aim of knowing the kind of international autonomy that Venezuela’s foreign policy acquired during its second phase (2004-2013), through an analysis framework proposal to evaluate and typify an autonomist foreign policy. It proves that during its second radicalization phase, Venezuela’s foreign policy only achieved a relative and limited autonomy on the international arena, due to the inefficient foreign policy strategies employed and the little sustainability of a political project based on the price and profits obtained from oil.
