The role of international actors in the development of digital transformation tools in the public administration of the city of Córdoba

Abstract

International organizations and civil society institutions with a global reach are promoting programmes related to digital transformation in Latin American public administrations. The city of Cordoba stands out as a prime example in Argentina, receiving recognition and awards for implementing digital tools in the public administration field. This article aims to identify and analyze the effects of the international actors’ influential actions in designing and implementing policies regarding the digital transformation of the municipality of Cordoba in the period 2019-2023. Among the findings, it appears that the supportive role of international actors ranges from monetary contributions to the development of technical cooperation focusing on generating digital transformation in the city of Córdoba.
